COMPARATIVE STUDY: ARE WESTERN BALKANS READY FOR THE EU?

What is the involvement of CSOs in the Western Balkan countries in the EU Accession Negotiation and EU Integration Processes? The Comparative study « Civil Society in the Western Balkans:

This study is conducted in the framework of the project Regional Youth compact for Europe and aims to give to the Balkan countries which are involved in the accession process to the EU, numerous elements regarding the cooperation between authorities and CSOs which can help them in this procedure. Indeed the CSOs, with acquired expertise on specific fields, have the possibility to bring analyses and methods which could be lacking in these countries. The future fulfilment of the chapters of the acquis 23 & 24 is precisely the chance to include civil society in this decision making process.

For the general public, it underlines the difficulties encountered by each country in this procedure but also shows the recent dynamics through progress and initiatives which took place during the last years. The researches and interviews leaded in this study reveal finely where and how governmental actions would be the most impactful in the relations between CSO’s and the authorities or between CSO’s and the general public. Furthermore, the authors make a distinction on the one hand Serbia and Montenegro which are in an advanced phase of the EU integration and on the other hand North Macedonia, Albania, Kosovo and Bosnia and Herzegovina, which need more reforms in order to fulfil the European requirements.

The study was conducted by a team of regional experts and translated in 4 languages, English, Macedonian, Albanian and BHS, all languages used in the project Regional Youth compact for Europe.

Regional Youth Compact for Europe is implemented by the Center for Democracy Foundation, European ALDA network and the BNLD –Balkan Network for Local Democracy, CRTA, Youth Act and Sodem. This project is funded by the European Union and the Balkan Trust for Democracy, a project of the German Marshall Fund of the United States.

KOMPARATIVNA STUDIJA: DA LI JE ZAPADNI BALKAN SPREMAN ZA EU?

Kako organizacije nevladinog sektora u zemljama Zapadnog Balkana učestvuju u procesima pristupanja i integracije u EU? Kompartivna studija „Civilno društvo u Zapadnom Balkanu: učestvovanje u procesima pristupanja i integracije u EU od inicijativa do strukturalnog dijaloga“ odgovara na ovo i na druga pitanja.

Ova studija je provedena u okviru projekta „Regional youth compact for Europe“ a ima za cilj dati zemljama zapadnog Balkana, koje učestvuju u procesima pristupanja EU, brojne elemente poštivajući vezu između vlasti i organa nevladinog sektora a koje im mogu pomoći u ovoj proceduri pristupanja. Uistinu NVO sektor sa stečenim ekspertizama na specifičnim poljima ima mogućnost dati analize i metode koje nedostaju u ovim zemljama. Buduće ispunjenje poglavlja 23 i 24 o pravnoj stečevini precizno uključuje organizacije nevladinog sektora u procese donošenja odluka.

Za širu javnost, naglašava poteškoće s kojima se susreću zemlje u ovoj proceduri ali također pokazuje nedavni napredak kroz procese i inicijative koje su preduzete u prošlim godinama. Istraživanja i intervjui rađeni u ovoj studiji otkrivaju gdje i kako akcije vlada bi bile najkorisnije u odnosima između nevladinog sektora i vlasti ili između nevladinog sektora i šire javnosti.

Nadalje, autori su napravili razliku na jednoj strani o Srbiji i Crnoj Gori koje su u naprednoj fazi pristupanja Evropskoj uniji a na drugoj strani su Sjeverna Makedonija, Albanija, Kosovo i Bosna i Hercegovina koje moraju uraditi više reformi kako bi ispunili zahtjeve EU.

Studija je sprovedena od tima regionalnih eksperata i prevedena je na 4 jezika: engleski, makedonski, albanski i BHS (bosanski, hrvatski, srpski) - sve jezike koji se koriste u projektu RYCE.

Projekat RYCE implementira Fondacija Centar za demokratiju (Beograd), evropska mreža ALDA i Balkana mreža za lokalnu demokratiju (BNLD), Crta (Beograd), Youth act (Albanija) i Sodem (Turska). Ovaj projekat je finasiran od EU i Balkans Trust for democracy kao dio projekta German Marshall Fund of the United States.
